No it actually is pretty easy.
You look at the alliance map, and at ingame sovereignty, then take the alliance name and do a forum search on it, and evemail the first guy you see with that alliance's ticker under his name. He'll then abuse you and send you to the right guy to contact.
Yes, of course that's like way too hard to deal with

You either disregard whoever claims the space you go into and take your chances. Or you contact them upfront (and that doesn't mean while sitting in jumprange of the gate into the chokepoint, but would probably mean about a week or two before the date you plan to move your corp into 0.0 somewhere to mine high ends or whatever it is you're after), and come to an agreement with one fo the many alliances that rent out space in some form.
Some will allow you to claim your own space and have your name on the map if you are a small alliance yourself (d2), most however will have you operate within space that has their name on it, in stations they control.
Now, what you do NOT do is log on, think "well darn, i'm so bored with running level 4 missions. Like, maybe i'll take my cnr and go to 0.0 and try out one of them high end complexes or officer spawns", being a member of an npc corp for example. Before proceeding to amble up to the chokepoint in your pve fitted BS expecting to be hailed by the first alliance pilot you meet.
To that pilot and his alliance, you are uninteresting by default. they don't *need* you, and there's a nice list of things that you could do to make you not interesting to them besides being alone.
Not knowing that it's smarter to contact first and enter space later is one of those things that defines you as not interesting. So there won't be any alliance pilots contacting you, they'll be shooting you.
